{"id":5335,"date":"2010-09-05T08:40:53","date_gmt":"2010-09-05T13:40:53","guid":{"rendered":"http:\/\/www.allyngibson.net\/?p=5335"},"modified":"2010-09-05T08:40:53","modified_gmt":"2010-09-05T13:40:53","slug":"on-economic-choices-and-political-outcomes","status":"publish","type":"post","link":"http:\/\/www.allyngibson.com\/?p=5335","title":{"rendered":"On Economic Choices and Political Outcomes"},"content":{"rendered":"<p>After <a href=\"http:\/\/www.allyngibson.com\/?p=5330\">two<\/a> <a href=\"http:\/\/www.allyngibson.com\/?p=5333\">days<\/a> of political prognostication and analysis, I turn my attention to matters economic.<\/p>\n<p>The economy is in pretty dire shape &mdash; and has been since mid-2008.  In President Obama&#8217;s first months in office, an economic stimulus bill was passed to inject some energy back into the economy.  At the time, <a href=\"http:\/\/mediamatters.org\/reports\/200903060025\">economists believed that the package was <i>too<\/i> small<\/a>.  Even Christina Romer, the outgoing chair of President Obama&#8217;s Council of Economic Advisers, <a href=\"http:\/\/tpmdc.talkingpointsmemo.com\/2010\/09\/romer-economic-recovery-unacceptable-by-any-metric.php\">believes that the economic stimulus passed eighteen months ago was insufficient<\/a>.<\/p>\n<p>The problem is that the economy is sputtering along.  <a href=\"http:\/\/www.telegraph.co.uk\/finance\/economics\/7981334\/No-defence-left-against-double-dip-recession-says-Nouriel-Roubini.html\">Explains Professor Nouriel Roubini of New York University<\/a>: &#8220;We have reached stall speed.  Any shock at this point can tip you back into recession.  With interbank spreads rising, you can get a vicious circle like 2008-2009.  There is a 40-perccent chance of double-dip recession in the US, and worse in Japan.  Even if it is not technically a recession it will feel like it.&#8221;<\/p>\n<p><a href=\"http:\/\/www.guardian.co.uk\/business\/2010\/sep\/03\/markets-rally-america-unemployment-figures\">President Obama is looking at another round of economic stimulus<\/a> to stave off another dip, but his plans &mdash; <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/09\/02\/AR2010090204235.html?sid%3DST2010090204388\">a payroll tax holiday and targeted tax cuts<\/a> &mdash; nibble at the edges and are only of temporary value.  The real solution &mdash; infrastructure investment, just like during the Great Depression &mdash; requires <a href=\"http:\/\/tpmcafe.talkingpointsmemo.com\/2010\/09\/03\/the_great_jobs_depression_worsens_and_the_choice_a\/?ref=fpblg\">a of political <i>will<\/i> that simply doesn&#8217;t exist<\/a>: &#8220;The naysayers, deficit hawks, government-haters and Social Darwinists who don&#8217;t have a clue what to do would rather do nothing.&#8221;  Infrastructure improvements have no natural constituency; roads don&#8217;t have armies of lobbyists.  And because we&#8217;ll only nibble at the edges of the economic crisis, the possibility of a double-dip recession will be very real, whatever its reasons.<\/p>\n<p>What happens if we kick over into a double-dip recession?  Unfortunately, there aren&#8217;t any arrows left in the quiver to deal with it.  &#8220;The bitter truth is that there is no way out of this with monetary and fiscal policy,&#8221; <a href=\"http:\/\/www.telegraph.co.uk\/finance\/economics\/7981334\/No-defence-left-against-double-dip-recession-says-Nouriel-Roubini.html\">according to Hans-Werner Sinn<\/a>, the head of Germany\u0092s IFO Institute.  &#8220;They will just have to see their living standards go down.  I see a decade of difficulties for the US.&#8221;<\/p>\n<p>I&#8217;ve been doom-and-gloom this week, but not without reason.  The situation we face politically and economically <i>is<\/i> dire.  The decisions we make &mdash; as an individual voter, as the country as a whole &mdash; have <i>consequences<\/i>.  I wrote yesterday that November represents a maturity moment for the American electorate.  The choice that every voter faces in November <i>isn&#8217;t<\/i> a choice between a good and a bad, no matter how much politicians on both sides of the aisle present it as such.  No, a vote in November is a choice between a bad and a bad.  The maturity moment comes from differentiating between the bads, from choosing the <i>least<\/i> bad of the two.<\/p>\n<p>The world is watching.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>After two days of political prognostication and analysis, I turn my attention to matters economic.
