Former President Jimmy Carter has a unique perspective on the issue&#8211;<a href=\"http:\/\/abcnews.go.com\/US\/wireStory?id=1587734&#038;CMP=OTC-RSSFeeds0312\">he was the President that signed FISA into law when it was passed in 1978<\/a>.  Said Carter, &#8220;If my voice is important to point of the intent of the law that was passed when I was president, I know all about that because it was one of the most important decisions I had to make.&#8221;<\/p>\n<p>And President Carter&#8217;s judgment of Bush&#8217;s actions?  &#8220;I hope that eventually the case will go to the Supreme Court.
