Nearest book? American Aurora, by Richard Rosenfeld.
Page 161? A letter from Thomas Jefferson to James Madison, written on June 21st, 1798.
The fifth sentence on the page? “This was seized by the war hawks and given out as a secret mission for the Jacobins here to solicit an army for France, instrust them as to their landing, &c.”
